Restrict approvals from being sent before all fields to be approved have been filled.

When you setup an approval template, you're able to use placeholders to pull information from Zendesk ticket fields which then get sent on to the approver. 

But at the moment, there's nothing stopping the approval from being sent without the agent filling out those fields. 

In order to make sure the approver has all the information they need, it's important restrict the approval from being sent until those fields have been filled.
